If I may -- I have seen the refugees of war and tyranny descend into the sewers in my own world. Those below have no wish to be there themselves. They are used, abused, their children stripped from them and their hope lost to sheer survival. I guarantee you among the monsters are good people who simply can't find hope for anything better.
